What can it be used for?

Security: Increasing demands for security and the risk of terrorist activity mean that close monitoring and immediate detection of security threats are a fundamental requirement. high risk areas such as airports, financial districts and government sites, real time data needs to be captured and acted upon before risk becomes reality. Insights systems can read license plates, open barriers, sound local or remote alarms and even output specific messages via LED signs, pagers, SMS or email.

Checks can be made against a database of known criminal vehicles so that appropriate action can be taken. ANPR can be used as an enhancement to site security on industrial and retail parks, airports, ports and homeland security.

Law Enforcement: The main use for law enforcement is to match ANPR against intelligence databases. ANPR can be used to monitor criminal movement, detect illegal vehicles (stolen, untaxed etc). For law enforcement ANPR can also be an essential tool for evidence building.

Parking & Ticketing:Parking & Ticketing is a huge revenue stream for many businesses and ANPR can be implemented to make sure that parked cars adhere to established parking and payment terms. Traffic:With traffic levels rising and billions of cars using Britains roads each day, monitoring traffic and implementing measures to control and reduce congestion has become a key issue. ANPR can be used to control congestion by, for example, only allowing certain cars to travel on certain days (odd number plates one day and even plates the next as introduced in Milan) or by controlling congestion charging. ANPR can also aid the road user by giving information on traffic congestion and queuing times.

How it works

A Live video feed is captured from the areas of interest. E.G. Road, forecourt, car park, at least 17 frames per second. The software then analyses each frame (picture) for movement and looks for the presence of a number plate. See the picture below showing the outline of the number plate as it is recognised many times as the vehicle passes the camera.

Once a number plate is recognised the software then performs Optical Character Recognition (OCR) to extract the number plate characters from vehicle image. The vehicle registration number is then stored in a database, along with any images requested. This allows the registration to be checked instantly against list of know vehicles, for E.G. to open a barrier.

Every vehicle captured is checked against the database and any matches are automatically displayed in the vehicle panel. Report alarms are also checked and displayed together with any special guidance message for this vehicle. The vehicle database is very sophisticated, fully scalable and should meet any requirement you may have. The database stores vehicle and driver details, complete with optional images to assist the operator when presented with a recognition event.

The cameras are critical to a successful ANPR functioning in both day and night time conditions. Insight only supply specialist cameras for ANPR applications. These include high power infra-red illuminators to ensure a clean image of the car number plate by day and night, regardless whether the headlights are on or off.

All of our ANPR cameras are fully tested and checked in real world scenarios. Each camera has selectable exposure times, we can therefore eliminate motion blur at high speed by setting the exposure time to 1/1000th of a second or faster.

Intelligent Processing - In Camera

Insight can also supply intelligent image processing ANPR cameras. These are cameras which pre-process the images before sending to the ANPR software. This enables us to tackle the most demanding ANPR applications, as shown below. Also full intelligent ANPR camera with a built in ANPR processing engine.

This enables cameras to be set-up stand alone, with options to send data via Mobile Phone 3G / GSM network, WiFi or just stored locally and downloaded manually.
